Johnson City man arrested on child abuse and neglect charges

JOHNSON CITY — Michael Tipton, 33, of Johnson City, was arrested by officers of the Johnson City Police Department and charged with child abuse and neglect on Thursday.
The arrest came shortly after noon when police responded to a report at 3120 Bristol Highway concerning a man who appeared to be under the influence while in the company of a small child. Upon arrival, officers determined that Tipton was intoxicated while caring for a 1-year-old.
Concerned for both Tipton’s well-being and the child’s safety, officers took Tipton to an area hospital for treatment. Subsequently, he was transported to the Washington County Detention Center.
Following protocol, JCPD notified the Department of Children’s Services, which facilitated the child’s release into the custody of family members.
The investigation into the incident is ongoing.
