JOHNSON CITY – Phillip Capps, 36, of Johnson City, was arrested by officers of the Johnson City Police Department shortly after midnight on April 8. Capps faces charges of aggravated domestic assault, interference with emergency calls, and contempt of court.

The arrest follows an incident on April 7 at 9:30 p.m. when officers responded to a domestic violence call at a residence on Glenstone Court. According to reports, a woman informed the police that Capps, allegedly intoxicated, entered the home through an unlocked door. The woman reported that Capps threatened her with a knife, placing it against her neck, and made repeated attempts to strangle her. Additionally, she stated that Capps attempted to disable her phone to prevent her from calling for help. The woman managed to flee the situation.

Upon searching the premises, officers discovered Capps hiding in a vehicle in the garage. It was revealed that Capps was already out on bond for a prior assault arrest. Subsequently, police transported Capps to the Washington County Detention Center.

The Johnson City Police Department continues to investigate the incident.
