A groundbreaking for the Northeast State, TCAT-Elizabethton Carter County Higher Education Center will be held Thursday, Dec. 5, at 1:30 p.m. at 386 Highway 91-N, Elizabethton.

The two institutions will break ground on a $40 million project designed to expand education opportunities in the region.
