TCAT Elizabethton President McMillian receives appointment to TN Council

Gov. Bill Lee has appointed Heath R. McMillian, president of Tennessee College of Applied Technology Elizabethton, as a member of the Tennessee Council for Career and Technical Education (TCCTE).

The council serves in an advisory capacity to the State Board of Education, the Tennessee Board of Regents, the governor and the General Assembly on career and technical education (CTE) and is dedicated to advocating for high quality CTE programs. 

McMillian’s appointment is as a representative of postsecondary career and technical institutions. Of the council’s 15 members, 13 are appointed by the governor for six-year terms and one each is appointed for two-year terms by the speakers of the state Senate and House of Representatives.

McMillian was appointed president of TCAT Elizabethton by the Tennessee Board of Regents effective July 1, after previously serving as executive vice president and then president of TCAT Jackson since May 2022, where he led development of the college’s new extension campus at Stanton.

Prior to his appointment at TCAT Jackson, McMillian led Northeast State Community College’s Regional Center for Advanced Manufacturing, including development and delivery of apprenticeships and customized industrial career training and credentialing. He has more than 18 years of manufacturing experience, including production and maintenance team management in the private sector. He holds a master’s degree in business administration from East Tennessee State University, a bachelor’s in business administration from Montreat College, and an associate’s in applied science from Northeast State Community College.

Established by the General Assembly in 1980 to advise on career and technical education at both the secondary and postsecondary levels, the council is administratively attached to the Tennessee Board of Regents. The council’s regular meetings are held quarterly but it may meet additionally as needed.
