JOHNSON CITY – Johnson City Police Department Chief Billy Church announced the promotions of three JCPD officers during a ceremony at the Rick Collins Police Training Complex Friday afternoon.

“Today, we celebrate the hard work and dedication of these officers,” said Chief Church. “These three have demonstrated that they are prepared for advanced leadership roles in this next chapter of the Johnson City Police Department. I am confident they will serve Johnson City with integrity and professionalism.”

Corey Shoun has been promoted to the rank of lieutenant and will continue to serve on Platoon 3 in his new role. Shoun, a 2000 graduate of East Tennessee State University (ETSU), joined the JCPD in 2008. He has served the Department as a field training officer, criminal investigator, recruiting team member, bike team member, and Special Weapons and Tactics (SWAT) team member. He was promoted to the rank of sergeant in May 2021. In addition to his career with the JCPD, Shoun also serves as a First Class Petty Officer in the U.S. Navy and is a reserve investigator with Naval Criminal Investigative Service (NCIS) Southeast Field Office.

Joseph Jaynes has been promoted to sergeant on Platoon 2. After graduating from ETSU in 2003, Jaynes began his career with the JCPD as a patrol officer in October 2004. From there, he went on to serve as a field training officer, firearms instructor, member of the traffic homicide team, and an investigator and crime scene technician for the Criminal Investigations Division. As part of his advanced training, Jaynes attended the National Forensic Academy in Oak Ridge. In 2019, Jaynes was selected to serve on the FBI Safe Streets Task Force. During his time on the Task Force, he utilized federal resources to assist JCPD and other local law enforcement agencies with high-profile cases and federal narcotics investigations.

Seth Roberts has been promoted to sergeant on Platoon 3. This year marks Roberts’ ninth with the JCPD. During his career with the Department, he has served as a patrol officer and worked as zone and traffic units. Roberts has additionally served the JCPD as a field training officer. Roberts’ specialized training includes Advanced Roadside Impaired Driving Enforcement (ARIDE), and he holds an Advanced EMT certification.
