Johnson City man arrested for aggravated domestic assault and interference with emergency calls

JOHNSON CITY — On April 17, officers from the Johnson City Police Department apprehended Rubiel De La Rosa, 29, of Johnson City, charging him with aggravated domestic assault and interference with emergency calls.
The arrest followed officers’ response to a domestic disturbance call at a residence on Daytona Court. Subsequent investigation revealed that De La Rosa allegedly strangled the victim to the point of near unconsciousness. Additionally, it was found that De La Rosa confiscated the victim’s phone, preventing them from seeking assistance.
De La Rosa was taken into custody and transported to the Washington County Detention Center.
Authorities emphasize that all individuals are presumed innocent until proven guilty in a court of law.
