The following arrests have been reported by the Johnson City Police Department:
On July 15, officers of the Johnson City Police Department arrested April Patterson, Butler, and charged her with identity theft.
Officers were called to Kroger at 112 Sunset Drive in reference to a female who was refusing to leave the store. When officers arrived, they met with store management and a female, later identified as Patterson. Officers asked Patterson to identify herself and she provided them with a name and birthday. After finding the driver’s license information associated with what Patterson had given them, officers determined that the information was false due to the license photo appearing to be someone else. Patterson was able to be positively identified from a past police report which had her photo attached to it. Patterson informed officers that she had given the false information because she did not want to get in trouble. After finding out her true identity, officers were made aware that Patterson had a warrant for burglary, issued by the Johnson City Police Department.
Patterson was placed under arrest and transported to the Washington County Detention Center, where she is being held in lieu of a $5,000 bond for burglary, and a $10,000 bond for identity theft.
On July 16, officers of the Johnson City Police Department arrested Jamoral Hill, Kingsport, and charged him with aggravated assault, assault on a first responder, resisting arrest, and public intoxication.
At approximately 2:20 a.m., officers responded to 227 E. Main St., regarding a fight. The investigation revealed that during the night, Hill attempted to start several fights in the bar. When staff members tried to escort Hill out of the business, Hill grabbed a glass bottle striking a staff member in the face. Hill then fought with officers as they attempted to arrest him. At one point, Hill kicked an officer twice in the chest as he was placed into a police vehicle.
Hill was arrested and transported to the Washington Detention Center, where he is being held in lieu of a $50,000 bond.
On July 17, officers of the Johnson City Police Department arrested Beau Holloway, Erwin, and charged him with false reporting and identity theft. At Approximately 8:50 p.m., officers responded to 922 N. State of Franklin Road regarding a male subject who was acting erratically. Investigation revealed that the suspect had given officers his brother’s information in an attempt to keep officers from identifying him. Once Holloway was properly identified, officers discovered that he had multiple outstanding warrants for his arrest.
Holloway was placed under arrest for false reporting and identity theft. He was then transported to the Washington County Detention Center, where he is being held in lieu of a $5,000 bond.
On July 21, at approximately 1 p.m., Harrel Jones, Johnson City, was taken into custody by the Johnson City Police Department on charges of criminal exposure to HIV. The arrest stems from an incident that was reported on July 14. During the investigation, it was discovered that Jones knowingly exposed another to HIV.
Jones was arrested and transported to the Washington County Detention Center, where he is being held on a $25,000 bond. There is currently an ongoing investigation. On July 21, officers of the Johnson City Police Department arrested Kado J. Nichols, Johnson City, and charged him with one count of robbery. On June 28, officers responded to Jay St. and Pardee St., regarding a robbery. Nichols was identified as a suspect during the investigation, and an arrest warrant was obtained.
On July 21, Nichols was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $15,000 bond.
On July 21 at 1:50 p.m., officers of the Johnson City Police Department arrested Jerry Cummings, Johnson City, and charged him with aggravated assault. At approximately 12:24 p.m., officers responded to a two-vehicle crash on Woodlyn Road and Smith St. The investigation revealed no collision occurred; however, both drivers got into a verbal argument resulting in Cummings driving toward the victim, who had to jump out of the way to avoid being struck by Cummings’ vehicle. Cummings then struck the victim’s vehicle with his own before leaving the scene. While officers were speaking with the victim, the vehicle Cummings was driving drove by and was stopped by police. Cummings was not in the vehicle, but a relative was, and police determined that Cummings was the driver during the incident.
Cummings was located at his residence, placed under arrest, and transported to the Washington County Detention Center, where he is being held in lieu of a $10,000 bond.
On July 21, officers of the Johnson City Police Department arrested Sandy Weaver, Johnson City, for burglary, theft of property under $1,000, and possession of unlawful drug paraphernalia. Officers were dispatched to 2915 W. Market St. (Walmart) in reference to a shoplifter. Loss Prevention employees at Walmart told officers that Weaver intentionally did not scan multiple items worth $8. It was also determined that Weaver had already been banned from all Walmart locations due to an incident that occurred on August 20, 2018. Weaver also had drug paraphernalia in her belongings during the incident.
Weaver was taken into custody and transported to the Washington County Detention Center, where she is being held in lieu of a $3,000 bond.
On July 21, officers of the Johnson City Police Department arrested Thomas Cousineau, Bristol, on the charge of felony vandalism. At approximately 9:40 p.m. on July 21, officers were dispatched to the Red Meze, 106 Buffalo St. The owner of the business contacted emergency dispatch to report a male, Thomas Cousineau, making threats and behaving erratically. When asked to leave, Cousineau exited the establishment and proceeded to the restaurant’s outdoor patio area. Cousineau produced a pocket knife and cut a piece of the awning that covers the patio. The value of the damaged article exceeded $1,000. Contact was made with Cousineau, who ultimately admitted to the aforementioned actions.
He was taken into custody and transported to the Washington County Detention Center without incident. Cousineau will be held on a $2,000 bond.
On July 22 at 6:15 p.m., officers of the Johnson City Police Department arrested Michael McDonald, Johnson City, and charged him with aggravated assault (domestic) and evading arrest. Officers received a third-party report of a domestic disturbance in the area of N. State of Franklin Road at Sells Ave. When officers arrived, the male subject, identified as Michael McDonald, fled on foot but was later apprehended by officers. During the investigation, it was alleged that he and the victim had gotten into an argument when McDonald began smacking her in the face, bit her on the back of the neck, and strangled her to the point that she lost consciousness.
McDonald was placed under arrest for aggravated assault (domestic) and evading arrest. He was transported to the Washington County Detention Center, where he is being held in lieu of a $21,000 bond.
On July 22, officers of the Johnson City Police Department arrested Joseph Clemons, Johnson City, and charged him with theft (over $1000) and resisting arrest. At approximately 12:50 p.m., officers responded to 100 Van Brocklyn Way, Local Motion, regarding a male subject who stole a bicycle from the store. During the investigation, it was learned that Clemons entered the store and asked if he could test ride a bike (valued at $2,499) in the business’s parking lot. Once on the bicycle, Clemons traveled down E Maple St., away from the business. A short time later, officers located Clemons riding the bicycle in front of 906 Grover St. and he initially refused to stop for officers. Once stopped, officers identified the bicycle as the one reported stolen from the business and Clemons as the one who rode the bike from the business. As officers were escorting Clemons back to one of the police vehicles, he began passively resisting officers by going limp, refusing to walk on his own, and refusing to get in the cruiser by stiffening his body.
Clemons was arrested and transported to the Washington County Detention Center, where he is being held in lieu of a $4,000 bond.
On July 22, officers of the Johnson City Police Department arrested Holly Fowler Stephens, Jonesborough, and charged her with aggravated assault (domestic).
At approximately 9:24 p.m., officers responded to a domestic disturbance at the Roadrunner Market, 1001 S. Roan St. Officers made contact with the victim, who claimed that Stephens had threatened her with a knife, telling the victim that she would “kill her” if she left her.
Stephens was placed under arrest and transported to the Washington County Detention Center and was held in lieu of a $5,000 bond.
