The following arrests have been reported by the Johnson City Police Department:
• On May 20, officers of the Johnson City Police Department arrested Jacqueline Chambers of Johnson City and charged her with aggravated assault and illegal drug paraphernalia. Officers on foot patrol in the downtown area observed Chambers strike a man in the head with a pipe. The man was not seriously injured and Chambers was taken into custody. A search of Chambers incident to arrest discovered her to be in possession of a glass pipe with burn residue inside of it.
Chambers was transported to the Washington County Detention Center, where she is being held in lieu of a $11,000 bond. Arraignment was on May 22 in Washington County Sessions Court.
• On May 21, officers of the Jonson City Police Department arrested Troy Story of Johnson City and charged him with Aggravated Domestic Assault.
At approximately 9:30 p.m., officers were dispatched to a residence regarding a domestic assault. Investigation revealed that the victim had been in an argument with Story, and that the two were in a relationship. During the course of the argument, evidence indicated that Story began to choke the victim and making verbal threats to kill her. The victim sustained marks around her neck, corroborating such an assault. She was eventually able to leave the residence and seek help at a neighbor’s.
Story was located at the residence where the assault took place. He was placed under arrest for Aggravated Domestic Assault and transported to the Washington County Detention Center, where he is being held in lieu of a bond hearing. Arraignment was on May 22 in Washington County General Sessions Court.
• On May 21, officers of the Johnson City Police Department arrested Valerie Blankenship of Johnson City and charged her with being a Fugitive from Justice for a Crime in Another State. At approximately 6:09 pm, officers responded to a vehicle crash on E Market St. Blankenship was one party involved in the crash. During the investigation, an active warrant from the state of Missouri for the arrest of Blankenship was discovered on the charges of felony possession of a controlled substance and misdemeanor theft.
After receiving medical treatment and being cleared, Blankenship was placed under arrest and transported to the Washington County Detention Center, where she is being held awaiting extradition to Missouri.
• On May 22, officers of the Johnson City Police Department arrested Caroline Wilson of Johnson City and charged her with being a Fugitive from Justice for a crime in another state. At approximately 8:29 p.m., officers were informed that Wilson had an outstanding warrant out of Baton Rouge, Louisiana for theft over $1000.00. Wilson was located in the 200 block of Red Row Rd. in Johnson City and taken into custody. She was transported to the Washington County Detention Center, where she is being held awaiting extradition to Louisiana.
• On May 22, the Johnson City Police Department arrested Joseph Hall of Johnson City, charging him with one count of rape and one count of statutory rape.
The arrest comes as a result of an investigation into a report made by a 17-year-old female juvenile victim. The victim reported that she and Hall shared a residence. On April 8, 2023, the victim made a report that she had been sexually assaulted by Hall. Investigators spoke with Hall and in an interview, he confessed to having a consensual sexual relationship with the victim.
Joseph Hall was transported to the Washington County Detention Center on May 22. He is being held in lieu of a $60,000 bond and his court appearance was on May 23 in Washington County General Sessions Court.
• On May 23, officers of the Johnson City Police Department arrested Rachelle Faucette of Johnson City on the charges of both Criminal Simulation and Theft of Property Under $1,000.00. At approximately 11:37 a.m., officers were dispatched to Cash Express, 711 W Market St. An employee of the establishment contacted emergency dispatch to report a female, Rachelle Faucette, attempted to cash a fraudulent check. Officers arrived on scene and made contact with both parties. It was determined that Faucette knew the check to be fraudulent. Concluding the investigation, she was taken into custody and transported to the Washington County Detention Center without incident. She is being held on a $1500.00 bond. Arraignment was on May 24 in the Washington County General Sessions Court.
