The following arrests have been reported by the Johnson City Police Department:
On April 15, officers of the Johnson City Police Department arrested Sean Bowman, Jonesborough, and charged him with assault against a first responder, evading arrest, convicted felon in possession of a firearm, possession of a firearm in the commission of a dangerous felony, felony possession of marijuana, and child endangerment.
Officers received information that Bowman had an outstanding arrest warrant from Sullivan County. At approximately 6:20 a.m., officers observed the vehicle Bowman was supposed to be in traveling on N. Broadway St. Officers conducted a traffic stop and made contact with Bowman. When officers attempted to detain Bowman, he poured a beverage on them and ran away on foot. After a brief foot pursuit, he was apprehended. A search of the vehicle revealed that Bowman had placed a loaded handgun next to a toddler in the backseat and placed 27 grams of marijuana under the toddler’s car seat.
Bowman was taken into custody and transported to the Washington County Detention Center, where he is being held in lieu of a $37,000 bond. His arraignment was on April 17 in Washington County General Sessions Court.
On April 15, officers of the Johnson City Police Department arrested Aaron M. Hicks, Johnson City, and charged him with burglary, theft under $1,000, and possession of burglary tools. At approximately 4:15 p.m., officers responded to 10 Federal Storage Facility, 410 Princeton Road, in reference to a suspicious person. Officers discovered Hicks was misrepresenting himself as a manager of the property and, subsequently, was advising customers the property was closed for renovation. After investigating, officers determined Hicks broke into an electrical room and stole a set of keys to the business. Hicks then proceeded walking throughout the business attempting to make entry into doors and storage units. Hicks was arrested and transported to the Washington County Detention Center where he is being held in lieu of a $2,000 bond. Arraignment was on April 17 in Washington County General Sessions Court.
On April 8, officers of the Johnson City Police Department arrested Thomas Cousineau, 53, Johnson City, charging him with burglary of a motor vehicle and vandalism under $1,000.
Officers were dispatched to the corner of W. Market St. and Whitney St. on an individual vandalizing property at this location. Officers arrived on scene and located the individual identified as Cousineau. While speaking with Cousineau, officers were approached by a separate victim who claimed Cousineau stole items from his truck bed. Investigations into the allegation led officers to believe Cousineau stole the items from the truck and he was taken into custody. Cousineau was transported to the Washington County Detention Center, where he is being held on a $5,000 bond. Cousineau’s next scheduled court appearance is May 10 at 1:30 p.m. in Washington County General Sessions Court.
On April 16 at 2:32 p.m., officers of the Johnson City Police Department arrested Michael J. Finnerty, Greeneville, charging him with indecent exposure and introduction of contraband into a penal facility. Officers were dispatched to King Commons Children’s Water Park on the complaint of a nude male exposing himself. Officers made contact with Finnerty and when asked to put his clothes on, he refused. He was placed under arrest and transported to the Washington County Detention Center. During the search by correctional officers, a plastic bag fell from his pants. The plastic bag contained a white powdery substance. The substance tested positive for methamphetamine and weighed 14.54 grams.
Finnerty is being held in lieu of a $5,000 bond. Arraignment was on April 17 in Washington County General Sessions Court.
On April 14, officers of the Johnson City Police Department arrested Nicholas Estep, Johnson City, and charged him with aggravated assault and vandalism under $1,000.
At 4:51 p.m. on April 14, officers were dispatched to the area of 1112 Kings Springs Road in reference to a fight in progress. While en route, officers received updates of an individual having been struck by a vehicle that fled the area. Once on scene, officers made contact with the victim who advised officers he had been attacked by Estep after a disagreement in the residence. The victim then showed officers his phone, which he claimed was smashed by Estep. The confrontation eventually escalated and moved into the parking lot, where the victim was intentionally struck by Estep’s vehicle as he fled the area. Later that evening, Estep turned himself into officers.
He was transported to the Washington County Detention Center where he is being held in lieu of a $21,000 bond. He was arraigned on April 17 in Washington County General Sessions Court.
