On July 22, the Johnson City Police Department arrested Heaven Deloach (Johnson City, TN), charging her with one count of felony child abuse.
This arrest stems from a joint investigation with the Department of Children’s Services and the Johnson City Police Department involving allegations of child abuse and neglect.
Heaven Deloach was booked into the Washington County Detention Center, where she is being held in lieu of a $3,000 bond. She will appear in Washington County Criminal Court at a later date.
On July 26, officers of the Johnson City Police Department arrested Jackie Dickens of Jonesborough, TN and charged him with Aggravated Assault and Public Intoxication.
At 3:44 a.m., officers were dispatched to 510 N. State of Franklin Rd. regarding threats. Officers collected a detailed account from the victim who stated that he was confronted by Dickens, who threatened him with two knives. Dickens was placed under arrest for aggravated assault and public intoxication and was transported to the Washington County Detention Center. He is being held in lieu of a $5000.00 bond with an arraignment for July 27 in Washington County General Sessions Court.
On July 26, officers of the Johnson City Police Department arrested Kimberly Elliott of Blountville and charged her with driving on a revoked license 2nd offense, and evading arrest – felony. At approximately 7:00 p.m., officers attempted a traffic stop on an orange Toyota Corolla driven by Kimberly Elliott. This stop was initiated due to officers having knowledge that Elliott’s license was revoked. The vehicle attempted to evade the stop and pulled into a parking space at Walmart, 3111 Browns Mill Rd. Officers located the vehicle parked near the side of the building with Elliott standing beside it. She was placed under arrest without incident.
Kimberly Elliott was transported to the Washington County Detention Center where she is being held in lieu of an $11,000 bond. Arraignment was July 27 in Washington County General Sessions Court.
