Johnson City Police Beats

On July 17, officers of the Johnson City Police Department arrested Brandon E. Casivant, Johnson City, charging him with burglary of a motor vehicle and theft of property. At approximately 2:45 p.m., officers responded to 605 N. Barton St. in reference to a male subject on a Ring Doorbell camera attempting to gain access to the property. On arrival, the subject was gone. However, two vehicles in the rear of the residence had been burglarized. The subject on the Ring Doorbell camera also matched the description of a theft earlier in the day at a separate location.

The subject was located and identified as Casivant. He was taken into custody and still had property on his person that belonged to the victims. Casivant is being held on an $11,000 bond and his arraignment was scheduled for July 19 in Washington County General Sessions Court.

On July 18, officers of the Johnson City Police Department arrested Andy Kimes, 31, Johnson City, on charges of forgery. The arrest was the result of an investigation into stolen checks that were made out to and cashed by Kimes. He was arrested and transported to the Washington County Detention Center where he is being held on a $5,000 bond. Arraignment was July 19 in Washington County General Sessions Court.

On July 20, at 12:44 p.m., officers of the Johnson City Police Department responded to a vehicle crash with injuries on I-26 near Bobby Hicks Highway. Upon arrival, officers discovered a 2007 Toyota Camry had been traveling westbound on I-26 just past Bobby Hicks Highway when the vehicle ran off the roadway and into a ditch line. The vehicle then flipped several times before coming to rest on all four wheels.

The driver of the Toyota, who was not wearing a seatbelt, was ejected from the vehicle and received life-threatening injuries. The driver, identified as Gary E. Franklin, Cherry Lane, Fall Branch, was transported to the Johnson City Medical Center Hospital where he was pronounced dead.

The investigation is ongoing and is being conducted by the Johnson City Police Department Traffic Crash Reconstruction Team.

On July 21, officers of the Johnson City Police Department arrested Sharon L. Carlton, Johnson City, charging her with aggravated domestic assault.

At approximately 1:30 a.m., officers responded to 2804 Plymouth Road #5 in reference to a domestic disturbance. A male subject stated he had been struck in the head with a drywall hammer by his girlfriend. On arrival, officers made contact with both parties and the male had injuries consistent with the allegations.

Carlton was taken into custody and transported to the Carter County Detention Center and is being held on a $15,000 bond.

She was arraigned on July 21 in Carter County General Sessions Court.

On July 21, officers of the Johnson City Police Department arrested James Scott Woods and Tracie Morelock, both of Kingsport. Woods is being charged with identity theft and theft of motor vehicle parts and Morelock with theft of motor vehicle parts.

At approximately 1:25 p.m., officers responded to Days Inn and Suites, 2406 N. Roan St., in reference to a male and female attempting to extract a catalytic converter in the parking lot. Officers located the subjects, identified as Morelock and Woods.  During the initial contact, Woods provided false identification. Ultimately, he was charged with identity theft. Both defendants were additionally charged with theft of motor vehicle parts.

Woods and Morelock were placed under arrest and transported to the Washington County Detention Center where Woods is being held in lieu of a $6,000 bond and Morelock is being held in lieu of a $1,000 bond. Arraignment is set for July 22, in Washington County General Sessions Court.

On July 21, officers of the Johnson City Police Department arrested Christina B. Laws, Johnson City, and charged her with Schedule I drug violation, public intoxication, and unlawful drug paraphernalia.

At approximately 12:30 p.m., officers observed a gray sedan sitting in the alleyway behind 1113 N. Roan St. As officers approached the vehicle, a female, later identified as Laws, was unconscious in the passenger seat of the vehicle. Officers and medical personnel were able to get her to respond where investigation revealed she had taken heroin. A search of the vehicle was conducted, yielding approximately 3 grams of heroin and other drug paraphernalia.

Laws is being held at the Washington County Detention Center in lieu of a $2,500 bond. A preliminary hearing is pending in Washington County General Sessions Court.

On July 21, the Johnson City Police Department arrested Helen Coy and David Miller, both of Johnson City, charging them each with two counts of heinous aggravated child endangerment, one count of aggravated child endangerment under 18 and two counts of heinous aggravated child neglect.

This arrest comes as a result of an investigation into an allegation of child abuse and neglect involving three children.

Coy and Miller were placed under arrest and booked into the Washington County Detention Center, where they are being held in lieu of a $100,000 bond each.
