Three arrested after pursuit in Hampton

A vehicle pursuit and foot chases would result in three arrests Friday in Hampton.
Following Friday’s pursuit, Danny “Mack” Davis, 48, of Roan Mountain and Ashley Norris, 32, of Elizabethton, were arrested and are both being charged with possession of a controlled substance and unlawful drug paraphernalia. Markayla Rouse, 19, of Elizabethton is being charged with evading arrest while operating a motor vehicle.
Friday, Investigator Sean Huvane saw a black Ford Explorer with a defective left brake light and no visible tag traveling on Highway 19E. Huvane then turned on his blue light to stop the Explorer in front of Hampton High School, but the vehicle didn’t stop.
Huvane called for a marked unit to assist while keeping the Explorer in his sight.
According to Huvane’s report, the vehicle traveled up High 19E and made two rights, first onto First Avenue and then onto Church Street where it crossed 19E onto Rittertown Road before turning onto Browns Branch Road. At this point, Huvane lost sight of the Explorer.
During the vehicle’s travel to Brown Branch Road, Huvane’s reports that it exceeded the posted limit, passed traffic on a double-yellow line and failed to stop at controlled intersections.
As marked units arrived, Carter County Sheriff Deputy Sal Caccamo saw two individuals, a male and female, running near Brown Branch Road and Rittertown Road before crossing the creek. Caccamo gave the individuals orders to stop. The female, Ashley Norris, fell into the creek before being arrested by Caccamo.
While assisting, Carter County Sheriff’s Deputy Dustin Mullins, reports that he noticed a male, Danny “Mack” Davis, laying on his stomach beside the creek. Mullins reported that he pulled his weapon and asked Mullins to show his hands. Davis then immediately placed his hand on his back, and Mullins proceeded to handcuff Davis, according to the arrest report.
According to Huvane, Markayla Rouse abandoned the Explorer at the intersection of Simerly Creek Road and Charlie Harrell Lane. Rouse was later arrested at a residence located at 139 Charlie Harrell Lane.
In the report, the following was found during a search of the Explorer.
—Approximately 1/2 gram of marijuana
—a digital scale and syringes
—one 30 mg tablet of amphetamine and dextroamphetamine (schedule 2 drug)
—two whole pills and two one-fourth pills of Alprazolam (schedule 4 drug)
—a gray digital scale and plastic bagging consistent with the sale of illegal narcotics
Davis is also being charged with evading arrest, two counts of failure to appear, and violation of probation on a warrant out of General Sessions Court. Davis
Norris is also being charged with resisting stop/arrest and violation of probation.
