EPD: Sunday’s fatal shooting appears ‘justifiable’, investigation ongoing

More updates have emerged from an early morning fatal shooting that took place Sunday on West I Street in Elizabethton.

Elizabethton Police Chief Jason Shaw provided information Monday afternoon during a press conference held inside City Hall.

According to Shaw, EPD was dispatched to 220 West I Street at 3:15 a.m. in reference to a shooting. Officers arrived on scene and found a male subject, later identified as Francisco Borquez, 29, lying next to a vehicle with an apparent gunshot wound.

The subject was taken to the hospital by Carter County EMS with life-threatening injuries and later died at the hospital that day.

Shaw added that Chasen Julian, 32, immediately informed officers upon their arrival that he was the one that fired the shot. Amber Woods, 31, and Jade Guinn, 29, were also at the home during the incident.

EPD’s Criminal Investigation Unit and Tennessee Bureau of Investigation responded to the scene and information was provided to the district attorney’s office.

During the press conference, Shaw added that information gathered indicates that Borquez arrived on scene to speak with Guinn, the mother of his one-year-old child. The investigation currently shows that once Borquez arrived, an altercation took place between himself and Julian.

“During the altercation, Julian stated he felt his life was threatened and shot one round at Francisco with a handgun,” Shaw said.

After reviewal of information so far and consulting with the district attorney’s office, Shaw stated the incident appears to be a justifiable shooting and no charges have been placed against Julian at this time. The police chief did add the investigation is still ongoing and that a final decision on criminal charges has not yet been made.

“All parties involved in this situation have suffered a traumatic and stressful event,” Shaw said. “My thoughts, prayers and condolences go out to those involved.”

Shaw also thanked Carter County Rescue Squad and others that responded to the incident for their work and professionalism during the incident.
