Man charged with multiple counts of violating sex offender registry, community supervision

A Carter County man faces multiple charges after state officials say he violated the conditions of the Sex Offender Registry.

Officers of the Elizabethton Police Department arrested Timothy Alan Tapp, 48, of 277 Rock House Road, Johnson City, on outstanding warrants charging him with two counts of violation of the sex offender registry and five counts of violation of community supervision for life.

The Tennessee Bureau of Investigation’s Sex Offender Registry lists Tapp as classified as a “violent” sexual offender. According to the Tennessee Department of Corrections, Tapp is currently on parole.

According to court documents, the charges against Tapp stem from violations of the Tennessee Sex Offender Registry rules and reporting requirements that were discovered during a home visit by Tennessee Board of Probation and Parole officials to Tapp’s residence on Rock House Road.

Among the violations were discoveries that Tapp had a phone number, email address, and social media account of Facebook which he had failed to register with either his parole officer or the Tennessee Bureau of Investigation’s Sex Offender Registry. Another of the rules violations centered on Tapp being found in possession of alcohol at his home, which is in violation of the supervision rules for Community Supervision for Life.

“The defendant has been a registered sex offender in Tennessee since 2002 and is aware of his registration requirements,” BOPP Parole Officer Dustan Long said in the affidavit of complaint against Tapp.

Under state law, Tapp is listed on the Tennessee Sex Offender Registry following a conviction of statutory rape in 1996 and a conviction of rape of a child in 2001.

Tapp appeared in Carter County General Sessions Court on Friday morning. Judge Keith Bowers Jr. appointed the Public Defender’s Office to represent Tapp and scheduled him to return to General Sessions Court on May 4.

Tapp remains held at the Carter County Detention Center under a total bond of $110,000.
