Woman charged with DUI, child abuse and neglect

A Johnson City woman faces multiple charges after police say she was driving under the influence with a small child in her vehicle.
Officers of the Elizabethton Police Department arrested Ginger Rhea Street, 33, of 143 Garden Drive, Johnson City, on Tuesday evening and charged her with driving under the influence, child abuse and neglect, possession of Schedule IV drugs, and possession of drug paraphernalia.
According to court documents, officers of the Elizabethton Police Department responded to a city gas station after a 911 caller reported a woman was passed out in a vehicle with a small child inside.
EPD Officer Joe Holsclaw said when he arrived he spoke with the caller, who reported the woman had been in her vehicle at the gas station for approximately 20 minutes. Holsclaw said he then went to the vehicle to try to speak with the woman, who was later identified as Street, and saw a 2-year-old child in the back seat of the car.
“I had to pound on the door hard in order to awaken Ms. Street,” Holsclaw said. “Once Ms. Street was awake I asked why she had been asleep behind the wheel and she stated she was behind a black truck waiting to get gas. There was no vehicle in front of her at the gas pump.”
Holsclaw said Street denied being under the influence of any alcohol or narcotics. The officer had Street perform a series of field sobriety tests.
“Ms. Street performed the tasks in the manner of a subject under the influence,” Holsclaw said.
During an inventory of the car prior to having it towed, Holsclaw said he found several glass pipes, one of which showed signs of being used, along with several pills.
“Ms. Street stated that the pills were Soma and Valium and that she had received them from her ex-boyfriend,” Holsclaw said. “She further related that she had consumed one of each today along with one Flexeril. I asked Ms. Street about the used pipe, and she stated she had smoked methamphetamine from it a few days prior.”
Holsclaw said he contacted the Department of Children’s Services due to the fact Street’s young child was in the vehicle with her, and DCS investigators responded to the scene. The child was released to the custody of a relative, Holsclaw said.
Officers placed Street under arrest and transported her to the Carter County Detention Center.
