Regional Planning Commission approves expansion for bank branch

As the years go on, Carter County Bank continues to find a way to grow and reinvent itself with the times.
Officials with the Elizabethton Regional Planning Commission gave unanimous approval to Carter County Bank, a division of Bank of Tennessee, for the plans to expand the Village Branch location, located at 800 Broad Street, Thursday night during their January meeting.
The separate matters were voted upon by commissioners, but one received some input for a city resident.
Officials with the bank requested to close a portion of Kendrick Avenue that crosses through the bank’s property.
Patrick Little, a resident of the neighborhood, expressed his concerns for the closure indicating it would create difficulties for emergency personal responding to the area and added that the closure would hamper his ability to rent a piece of property he owns on Kendrick Avenue. Little added that his family has lived in the neighborhood for 70 years.
The intended plan would be for the creation of a cul-de-sac or another type of turn-around feature if approved.
Carter County Bank has proposed to install gates for access to the closed portion of the avenue to assist with emergency vehicles needing to make access to the neighborhood.
Planners also approved the site plan for the expanded property and to rezone six pieces of property adjacent to the facility to have it in compliance with the current zone of the bank.
The site plan work will be done in phases, according to City Planning and Development Director Jon Hartman. Over the course of the phases, the site plan calls for sewer relocation, stormwater plan and landscaping.
With the approval of the planning commission, the matter will be moved to the City Council’s agenda for next month’s meeting for final approval.
