Police say pair found with meth, explosive components

Deputies attempting to serve an arrest warrant at a Stoney Creek home reported finding a man and woman in possession of explosive components and methamphetamine.

Deputies of the Carter County Sheriff’s Office arrested Jeremy Blevins, 43, of 166 Muddy Branch Road, Elizabethton, and Lisa Estep, 54, of 117 Jim Deal Road, Elizabethton, on Wednesday night. Deputies charged both Blevins and Estep with possession of Schedule II drugs (methamphetamine) for resale, possession of drug paraphernalia, and possession of explosive components.

According to police reports, around 10:30 p.m. on Wednesday, CCSO Sgt. Myles Cook and two other deputies went to a home on Big Sandy Road in the Stoney Creek community to attempt to serve a warrant. As officers approached the home, Cook notes he saw multiple individuals sitting inside a parked car.

Cook said as he approached the car he saw the individuals inside smoking what appeared to be methamphetamine out of a glass pipe. He then directed the man and woman to exit the car and identified them as Blevins, who Cook said was holding the pipe, and Estep.

“As Mr. Blevins was approaching me he dropped a yellow container on the gravel,” Cook said. “Ms. Estep, in an attempt to hide the container, placed her foot over it and kicked it under the vehicle.”

Cook said deputies retrieved the container and found it contained around 3 grams of a crystal substance which appeared to be methamphetamine. During a search of the vehicle, Cook said deputies found two more bags containing the crystal substance believed to be methamphetamine.

Deputies also searched Estep’s purse, where they located another glass pipe, a burnt hose with white residue, about 15 small bags commonly used to sell narcotics, and a blow torch lighter, Cook said, adding both the hose and the lighter had the name “Lisa” on them.

“Also in the purse that was below Ms. Estep’s feet was an eyeglass container containing two electric blasting caps wrapped in a power towel and a Ziploc bag,” Cook said. “Also found in the same purse was a pill bottle bearing the name ‘Jeremy Blevins.’ Inside of that pill bottle was a flammable substance that appeared to be gunpowder bearing an ‘XXX’ on the top of the cap.”

“None of the parties present could explain the possession of either the gunpowder or the electric blasting caps,” Cook added.

Deputies transported Blevins and Estep to the Carter County Detention Center. After arriving at the jail, Estep was found in possession of another container which held a small amount of the crystal substance, Cook said.
