City of Elizabethton Water Resource Department achieves milestone on 2025 TDEC Sanitary Survey

The Elizabethton Water Resource Department recently received the results from a sanitary survey from TDEC for 2025, showing that the department received a milestone score of 99%.

This score exceeds the highest mark that the department has received, with the previous high being 98.6%.

Only one deduction was noted, resulting from TDOT beginning construction on the SR91 utility relocations before TDEC approvals had been completed.

“This means that every aspect of our department, from water treatment operations to construction, flushing, tank maintenance, cross-connections, and anything else related to the distribution system, was above board and performing at state standards,” said Water Resources Department General Manager Jonathan Pleasant.

“Considering how many people are responsible for contributing to this effort, I am extremely proud of our staff and the work they do.”

According to TDEC’s response to the city, the department received 594 points out of a possible 599 to achieve the 99%.

Data from the survey showed the water system reported a total of 13,512 connections during the sanitary survey. Based on the county census factor of 2.28 for Carter County, the estimated population served by the system is 30,807. The department is required to collect 30 bacteriological samples per month.

Lead and copper monitoring was conducted during the 2025 monitoring period, with a total of 30 sites monitored. The results were below the action levels for lead and copper.
