The following arrests have been reported by the Elizabethton Police Department:
Man Arrested for Public Intoxication and Resisting Arrest
On Nov. 17, Officer Mitchell Tolley arrested Edward Wayne Guinn on Broad Street for public intoxication, resisting arrest, and evading arrest. Guinn, who appeared intoxicated and was allegedly begging for money outside El Charolais, resisted officers’ attempts to detain him and fled westbound before being apprehended near Wendy’s. Guinn is scheduled to appear in Carter County General Sessions Court on Dec. 2.
Public Indecency and Intoxication Arrest
On Nov. 16, Cpl. Spencer Ward arrested Grady Allen Hyatt near Jiggy Ray’s for public indecency, disorderly conduct, and public intoxication. Hyatt was observed urinating in an alleyway in front of patrons while visibly intoxicated. Hyatt is scheduled to appear in Carter County General Sessions Court on Dec. 9.
DUI and Traffic Violations on Arlington Drive
On Nov. 16, Patrol Officer Ryan Manuel arrested Eduardo Martinez Morales for DUI, driving without a license, and other violations after Morales struck a light pole near Arlington Drive. Morales admitted to drinking and had several empty beer bottles in his vehicle. A translator was used to conduct sobriety tests. Morales is set to appear in court at a later date.
Shoplifting Incident at Walmart
On Nov. 16, Walmart loss prevention reported a shoplifting attempt involving Brittney Russell, who tried to steal three Nintendo Switch controllers valued at $177. Russell admitted to the theft and was issued a citation for shoplifting. She is banned from all Walmart properties and is scheduled for court on Dec. 2.
Dog Bite Incident on Williams Avenue
On Nov. 15, Cpl. Jason Mosier responded to a dog bite incident on Williams Avenue. Two unleashed dogs attacked another dog being walked by its owner, who sustained bites to her hand. The dogs’ owner, Kellie Shoun, was cited for allowing dogs to run at large. The dogs were not vaccinated and are currently under quarantine. A court date is set for Dec. 16.
Intoxicated Man Arrested at Walmart
On Nov. 15, Patrol Officer Ryan Manuel arrested Edward Wayne Guinn for public intoxication after he was found attempting to enter a closed Walmart. Guinn appeared unsteady and smelled of alcohol. He is scheduled to appear in court on Dec. 2.
Woman Arrested for Public Intoxication
On Nov. 14, Officer Mitchell Tolley arrested Holly Raquel Butler for public intoxication. Butler was found barefoot and shivering on the porch of a residence on Circle Drive. She appeared intoxicated, admitted to consuming alcohol, and was unable to complete sobriety tests. Butler is scheduled to appear in Carter County General Sessions Court on Dec. 2.
Driver Cited After Crashing Into Building
On Nov. 13, Sergeant Franklin Peters responded to a report of a vehicle crashing into Poor Trav’s Deli on Broad Street. The driver, identified as Michael A. Johns, was found to have experienced a seizure. Johns’ license was suspended for medical reasons, and he was cited for driving while suspended and failure to comply with financial responsibility. He is scheduled to appear in court on Dec. 2.
Shoplifting at Walmart
On Nov. 12, Patrol Officer Rocky Croy issued a citation to Mindy Beth Waters for shoplifting at Walmart on Overmountain Drive. Waters was observed scanning one item while placing unscanned items in her bag, totaling $159.98. She is scheduled to appear in court on Dec. 16.
Shoplifting at Walmart
On Nov. 11, Patrol Officer Rocky Croy cited John Gene Whitson for shoplifting $34.94 worth of merchandise at Walmart on Overmountain Drive. Both Whitson and an accompanying individual, Wendy Whitson, were issued lifetime bans from Walmart properties.
DUI on Johnson Avenue
On Nov. 9, Patrol Officer Matthew Goldberg arrested Keyur K. Patel for driving under the influence and violation of implied consent law. Patel was stopped after driving erratically on US-19E and performed poorly on sobriety tests. He is scheduled to appear in court on a later date.
