Johnson City woman charged in deaths of her two children

JOHNSON CITY – The Criminal Investigations Division of the Johnson City Police Department (JCPD) has obtained a warrant charging Jessica Chandler, 28, of Johnson City, in the deaths of her two children.
Chandler faces two counts of first-degree murder, two counts of first-degree felony murder, two counts of aggravated child abuse, and two counts of aggravated assault on a first responder.
On Oct. 29, at approximately 2:30 a.m., officers responded to a home at 1902 Omaha Lane, where they found a 1-year-old boy and a 4-year-old girl unresponsive. The children were pronounced dead at the scene. Chandler was also present, with self-inflicted, superficial cuts on her arms and legs. While at the scene, Chandler reportedly brandished a knife at officers and EMS personnel. She was detained and transported to an area hospital.
According to the JCPD, the investigation revealed that Chandler left three handwritten notes directly implicating herself in the murders. Final autopsy and toxicology results are pending.
Chandler remains hospitalized under 24-hour police surveillance. Upon her release, she will be arrested and transported to the Washington County Detention Center.
