Elizabethton man charged after abuse of vulnerable adult investigation

A 39-year-old Elizabethton man was arrested Wednesday on charges in connection with the alleged abuse of his developmentally disabled adult sister, according to a Tennessee Bureau of Investigation release.

Sean David Moody was arrested and booked into the Carter County Jail on a $10,000 bond on a charge of abuse of a vulnerable adult following an investigation by TBI’s Medicaid Fraud Control Division and the Carter County Sheriff’s Office, according to the release.

TBI special agents began the investigation on Aug. 7 after receiving a referral from Tennessee Adult Protective Services. During the investigation, agents determined the victim was being abused by her brother, who also served as her caregiver. According to the release, the investigation is continuing.

The TBI Medicaid Fraud Control Division (MFCD) receives 75 percent of its funding from the U.S. Department of Health and Human Services under a nearly $9 million grant for the current federal fiscal year. The remaining 25 percent, totaling nearly $3 million, is funded by the State of Tennessee.
