The department promotes officers based on merit and conducts a promotional process to gauge whether the candidate possesses the knowledge, skills, and abilities necessary to be promoted.

David Johnson successfully completed the promotional process and was sworn in on Thursday as he prepares to assume the role of Patrol Captain at the department.

Johnson has been an officer at the Elizabethton Police Department since 2015. He has served as a patrol officer and was advanced to the rank of Corporal in 2020 before being promoted to Patrol Sergeant in 2022.

He assists heavily in the department’s training program. In addition to being a field training officer, Johnson is a defensive tactics, firearms, and DUI Enforcement Instructor. He holds certification in traffic crash reconstruction and is part of the Specialized Traffic Accident Reconstruction Team and is a drug recognition expert.

Johnson is also a member of the Special Response Team and has been the team commander since July 2023.

Lance Peters was sworn in on Thursday as he prepares to assume the role of Patrol Sergeant. Peters has been an officer with the police department since January 2018. He has served as a patrol officer since that time and was advanced to the rank of Corporal in January 2022.

Peters serves on the department’s Special Response Team. He is also a bicycle patrol officer, one of the department’s field training officers, and is a first aid instructor.

Both officers will officially assume their new ranks effective July 28.
