Carter County Sheriff’s Department reports arrests

The following arrests have been reported by the Carter County Sheriff’s Office:
On Nov. 5, Deputy Jared Shelton charged Billy Ray Cole with one count of public intoxication, one count of burglary of a motor vehicle, one count of criminal trespass, and one count of resisting stop/arrest. Additionally, Cole was found to have an active warrant for failure to appear.
On Nov. 5, Sgt. Dennis Brown (A/WC) met with a Washington County deputy at Sinking Creek Baptist Church to serve a warrant on Rodney A. Adkins Jr. Adkins was then placed in custody on a violation of probation warrant and transported to the jail without incident.
On Nov. 4, Deputy Jeremiah Bartlett and Lt. Johnathan Blevins responded to Bluegrass Road, Roan Mountain, regarding a violation of an order of protection. After confirming the active order of protection against Robert Cody Bullwinkel, Bullwinkel was charged with violation of an order of protection, taken into custody, and transported to the Carter County Detention Center without incident.
On Nov. 4, Deputy Dalton McCloud and Deputy Thomas Hill were dispatched to Alania Court following a report of a suspicious vehicle. Daren Michael Kelly, the driver, was charged with driving under the influence (first offense), violation of implied consent law, and simple possession of Schedule VI drugs. He was transported to the Carter County Detention Center without incident.
On Nov. 4, Deputy Jared Shelton and deputies went to Bluefield Avenue to apprehend Nikki Nichole Bates, who had an active warrant for violation of probation. Bates was taken into custody and transported to the Carter County Detention Center without incident.
On Nov. 4, Sgt. Justin Johnson and deputies arrived at Greenlee Road to serve an arrest warrant on Joseph B. Condra for reckless endangerment. Condra was located and arrested, then transported to the Carter County Detention Center.
On Nov. 4, Sgt. Justin Johnson met with a Unicoi County Sheriff’s Deputy on Unicoi Drive and placed Rachel Allen under arrest on her active warrant for violation of probation. She was subsequently transported to the Carter County Detention Center.
On Nov. 3, Deputy Dalton Taylor responded to the area of Blue Springs Road and Joe Hardin Lane in response to reports of a disorderly and potentially armed individual threatening houses. Cory Randall Nance has been charged with resisting stop/arrest, public intoxication, two counts of possession of Schedule III substance, and possession of Schedule IV substance.
On Nov. 3, Deputy Tyler Holsclaw met with the Kingsport Police Department at the Eastern Star Exit off of I-26 to pick up Jimmie Darlene Neely, who had an active violation of probation warrant. Neely was arrested and transported without incident.
On Nov. 2, Lt. Christopher Peek met with Johnson City Police Department Officers at Sinking Creek Baptist Church and took custody of Melissa Louise Ollis for an active violation of community corrections warrant. Ollis was transported to the Carter County Detention Center without incident.
On Nov. 2, Deputy Hunter Skalecki arrested Jeremiah Joe Hopson, who was a passenger in a vehicle involved in property damage to a mailbox. Hopson had an active violation of probation warrant and was transported to the Carter County Detention Center without incident.
On Nov. 1, Deputy Tyler Holsclaw and other deputies responded to Bobs Hollow Road for a warrant service and arrested Jason B. Berry on multiple active arrest warrants from Carter County General Sessions Court. Berry was transported to the Carter County Detention Center without incident. The warrants included failure to appear, aggravated domestic assault, felony evading arrest, possession of methamphetamine, and possession of stolen property.
On Nov. 1, Deputy Cory Locklear arrested James T. Keller at the Hampton Shell Gas Station for an active failure to appear warrant. Keller was transported to the Carter County Detention Center without incident.
On Nov. 1, Deputy Tyler Holsclaw responded to Cash Hollow Road for a warrant service and arrested Donnie Ray Drake Jr. for an active failure to appear warrant. Drake was transported to the Carter County Detention Center without incident.
On Oct. 31, Lt. Johnathan Blevins met with the Washington County Sheriff’s Office at Sinking Creek Baptist Church. Ian Scott Ford was arrested for active warrants for failure to appear and transported to the Carter County Detention Center.
On Oct. 31, Lt. Johnathan Blevins met with Washington County Sheriff’s Office at the same location, arresting Larry Scott Kerly for an active failure to appear warrant. He was transported to the Carter County Detention Center without incident.
On Oct. 31, Sgt. Justin Johnson successfully transported Lucas Paul Bulla to Carter County Detention Center. Bulla had a failure to appear warrant from Carter County General Sessions Court.
On Oct. 29, Lt. Christopher Reichenbach and Deputy Locklear arrested Dayton Edward Grant for a violation of probation warrant after entering his residence. He was transported to the Carter County Detention Center.
On Oct. 29, Deputy Robbie Huskins responded to a domestic disturbance and arrested both Randy Guinn and Carrie Guinn for domestic assault. Both were transported to the Carter County Detention Center.
On Oct. 29, Lt. Christopher Reichenbach arrested Kaelin Bradley for an active failure to appear warrant. She was transported to the Carter County Detention Center.
On Oct. 29, Lt. Christopher Reichenbach arrested Tiffany Ann Quiroga for an active violation of probation warrant. She was transported to the Carter County Detention Center.
On Oct. 28, Deputy Cory Locklear assisted Tennessee Highway Patrol and arrested Melanie Oliver for an active violation of probation warrant. She was transported to the Carter County Detention Center.
On Oct. 30, Deputy Tyler Holsclaw arrested Troy Baggett on an active arrest warrant for violation of probation. Baggett was transported to the Carter County Detention Center.
On Oct. 28, Lt. Johnathan Blevins met with Sullivan County Sheriff’s Office and arrested Devin Estrada for active failure to appear and violation of probation warrants. He was transported to the Carter County Detention Center without incident.
On Oct. 28, inmate Joshua Lonzo Cain Jeffers was served with a fugitive from justice warrant from Commonwealth of Virginia for grand larceny after his release by the judge.
