​​The following arrests have been reported by the Elizabethton Police Department:

Public Intoxication
On Friday, Sept. 15, at 12:15 p.m., Patrol Officer Hayden Holtsclaw responded to a call regarding a suspicious female subject on the sidewalk in front of 226 Cedar Ave., near Harold McCormick Elementary School. The school had initiated a soft lockdown due to the individual’s peculiar behavior. The female, identified as Leah Anderson, exhibited erratic conduct, including speaking incoherently, making animal noises, and gesticulating wildly. Officer Holtsclaw recognized these behaviors as consistent with someone under the influence of an intoxicating substance. Concerned for both Anderson’s safety and public well-being, she was placed under arrest for public intoxication. Anderson was then transported to the Carter County Jail without any issues. She was scheduled to appear in Carter County General Sessions Court on September 18.

Failure to Appear
On Friday, Sept. 15, at 10:37 a.m., while patrolling the abandoned airport hangar near Militia Court, Patrol Officer Hayden Holtsclaw encountered two individuals, Penny Brackins and Christopher Allen Brackins. Officer Holtsclaw was aware of an active warrant for Christopher Brackins’ arrest. This warrant, for failure to appear in a misdemeanor case was confirmed through the 9-1-1 Communication Center and by Officer Manuel at the Carter County Sheriff’s Office. Without any resistance, Christopher was taken into custody and subsequently transported to the Carter County Detention Center.

Failure to Appear
On Saturday, Sept. 16, at 11:37 a.m., Officer Nicholas Kerns conducted a warrant service on Grove St., involving Alissandra B. Adams. Officer Kerns knocked on the front door of the residence, and Adams answered. Subsequently, she was taken into custody. Prior to arriving at the scene, Officer Kerns had verified the warrant for Adams through the Carter County Sheriff’s Office. The warrant was for failure to appear in a misdemeanor case. Adams was transported to the Carter County Detention Center without any complications.

Drug Violations
On Wednesday, Sept. 20, at 12:09 a.m., Officer Nicholas Kerns observed Claude Phillip Buchanan at the intersection of Broad Street and North Roan Street. Officer Kerns had prior knowledge of an active warrant for Buchanan and detained Buchanan while the warrant’s validity was confirmed. Following the warrant’s confirmation, a $1 bill was discovered in Buchanan’s backpack. Inside the folded $1 bill, officers found a crystallized substance suspected to be methamphetamine, weighing 4.98 grams when combined with the baggie. Additionally, two glass pipes typically used for methamphetamine were located in the backpack. Buchanan was subsequently charged with drug paraphernalia and Schedule II drug violation.

Violation of Probation
On Thursday, Sept. 21, at 2:19 p.m., Patrol Officer Erin Potter responded to a trespassing call on Maple Street. Carter County Communications Center informed her that a male subject at the residence had an active warrant. Cpl. Peters, who was already on the scene, identified the male subject on the front porch as Gauge Ayers, matching the provided description. It was confirmed that Ayers had an active warrant for violation of probation in Carter County General Sessions Court. Cpl. Peters took Ayers into custody and transported him to the Carter County Detention Center without any further incidents.

The following arrests have been reported by the Carter County Sheriff’s Office:

Failure to Appear and Violation of Community Corrections
On Saturday, Sept. 16, Deputy Zachary Whaley, Sgt. Justin Johnson, and Deputy Brett Butler were dispatched to Brown Road for a warrant service. Timothy H. Reece fled the scene and led officers on a foot pursuit through fields and woods. After a second pursuit, officers apprehended Reece, who had warrants for failure to appear and violation of community corrections.

Failure to Appear
On Saturday, Sept. 16, Lt. Eric Norman executed an arrest warrant at a residence on Hill Road for Louis James Trivette Jr., who had an active warrant for failure to appear in Carter County General Sessions Court. Trivette was placed under arrest and transported to the Carter County Detention Center without any incidents.

Possession of Stolen Property
Deputy Zachary Whaley, Sgt. Justin Johnson, and Deputy Donavin Bemiller were dispatched to the Valley Forge Free Will Baptist Church parking lot on Sunday, Sept. 17, in response to a domestic disturbance. Justin Yeager, driving a reported stolen vehicle, was apprehended and claimed he was unaware of the vehicle’s stolen status. He is now charged with possession of stolen property.

Aggravated Assault
Deputy Sheriff Jared Shelton was dispatched to Nave Street in Hampton on Tuesday, Sept. 19, responding to a domestic assault. Larry E. Scalf was accused of assaulting two individuals during an argument, one of whom he threatened with a pocket knife. Based on witness statements and physical evidence, Scalf was arrested and charged with one count of aggravated assault as domestic and one count of aggravated assault.

Failure to Appear
On Wednesday, Sept. 20, Lt. Eric Norman met with the Sullivan County Sheriff’s Office to execute an active arrest warrant for Jonathan A. Webb, related to failure to appear in Carter County General Sessions Court. Webb was taken into custody and transported to the Carter County Detention Center without any incidents.

Failure to Appear and Violation of Probation
Deputy Sheriff Jared Shelton responded to Sinking Creek Baptist Church on September 20, where he met with the Johnson City Police Department regarding Ms. Jeannie Lee Shell. She had active warrants for Failure to Appear and Violation of Probation in Carter County General Sessions Court. Ms. Shell was transported to the Carter County Detention Center without any issues.

Failure to Appear
Lt. Johnathan Blevins executed a warrant service on Wednesday, Sept. 20, at the intersection of Bunker Hill and Highway 19E, in coordination with the Sullivan County Sheriff’s Office. Matthew Scott Brosious had an active warrant from Carter County Juvenile Court for failure to appear with a $500 bond. Lt. Blevins took custody of. Brosious and transported him to the Carter County Detention Center without any complications.
Vandalism
Deputy Sheriff Thomas Hill investigated a vandalism incident on Thursday, Sept. 21, at Towneview Estate. Michael Gordon Vest was observed throwing items in the road and toward a vehicle, resulting in two breaks in the vehicle’s windshield. Deputy Hill arrested Vest, who admitted to throwing things and trash in the roadway. Vest was transported to the Carter County Detention Center and is charged with vandalism ($1,001 to $2,499).
Failure to Appear

On Thursday, Sept. 21, Deputy Jeremiah Bartlett responded to Blue Ridge Trash, off Highway 19E, as backup for Deputy Dalton McCloud. They encountered Kathy Lane Hill, who had an active warrant for failure to appear in Carter County General Sessions Court. Hill was placed under arrest and transported to the Carter County Detention Center without any issues.
