The following arrests have been reported by the Johnson City Police Department:
On June 6, officers of the Johnson City Police Department arrested Joshua Farley, Johnson City, on the charge of burglary.
At approximately 11:11 p.m. on June 6, officers were dispatched to the Roadrunner, 2900 N. Roan St. An employee of the business contacted emergency dispatch to report a male, Joshua Farley, making threats and behaving erratically in the store. After several requests from the clerks, Farley left the business, but took several items without paying for them. Officers arrived in the area shortly after and located Farley approximately one mile from the store. It was determined that Farley, in addition to stealing the items, had been previously banned from the business. He was taken into custody and transported to the Washington County Detention Center without incident
Farley was held on a $2,000 bond as he awaited arraignment, which was scheduled for June 7 in Washington County General Sessions Court.

On Monday, June 5, officers of the Johnson CityPolice Department arrested Caleb Darr, Johnson City, and charged him with leaving the scene of an accident, DUI, resisting arrest, and two counts of assault against a first responder.
On Monday, June 5, at 5:50 p.m., officers were dispatched to a multi-vehicle crash near South Roan Street and Buffalo Road. Callers to 911 stated the at-fault vehicle, a Toyota Prius, was driving recklessly and fleeing the scene, and other drivers were attempting to follow it. While responding to the crash site, officers observed a vehicle matching the description of the suspect vehicle traveling north on South Roan Street. The vehicle was driving erratically, and when officers attempted to conduct a traffic stop on the vehicle, it quickly drove into oncoming traffic to maneuver around the police vehicles. The driver then turned onto West Walnut Street and began trying to park alongside the road at a residence. As the suspect vehicle stopped, an officer pulled in front of the Prius to prevent its escape. The driver, identified as Caleb Darr, jumped out of the vehicle and began to aggressively advance on the officer. However, Darr failed to put his vehicle in park, and after he exited the vehicle, it began to roll directly toward the police cruiser. The officer, who was exiting the cruiser while giving Darr commands, had to quickly move out of the way to avoid being struck and pinned between the two vehicles as the Prius struck the police cruiser on the driver’s side. The driver refused all commands, yelling at officers he would not comply. As officers attempted to place Darr into custody, Darr struck one officer in the face and kicked both officers multiple times. After multiple attempts to restrain Darr, officers deployed their department-issued Tasers, and were able to place him in handcuffs and in a police cruiser despite his continued resistance.
Emergency Medical Services were called to the scene to evaluate Darr, due to the suspicion that Darr was under the influence of illegal drugs and was exhibiting signs of excited delirium. He was transported to the Johnson City Medical Center, where he continued to resist before being sedated and admitted for observation.
On Tuesday, June 6, upon his discharge from the hospital, Darr was transported to the Washington County Detention Center, where he was being held in lieu of a $17,500 bond. Arraignment was set for Tuesday, June 6, at 1:30 p.m. in Washington County General Sessions Court.

On June 7, officers of the Johnson City Police Department arrested Clyde Russell, Greeneville, and charged him with burglary, possession of burglary tools, vandalism over $2,500, leaving the scene of an accident, felony evading and simple possession.
Officers responded to Home Depot, 3207 Peoples St., in reference to a shoplifting in progress. Officers were advised that Clyde Russell, who had been previously banned from the property, had been observed concealing merchandise in the store. Upon arrival, officers observed Russell attempting to leave the scene in a motor vehicle. Officers attempted to stop the vehicle, but it sped through the parking lot striking and damaging fencing. The suspect vehicle left the parking lot before losing control and striking a vehicle on Peoples St. The suspect vehicle continued onto N. State of Franklin Road where it once again lost control and struck a second vehicle before coming to a stop. Russell was taken into custody at that time. During a search of his person, officers recovered the stolen merchandise along with burglary tools. Illegal narcotics were also found inside the vehicle at the time of his arrest.
Russell was placed under arrest and transported to the Washington County Detention Center, where he was being held in lieu of a $22,000 bond. Arraignment was on June 8 in Washington County Sessions Court.

On June 8, officers of the Johnson City Police Department arrested Chanda Cable, Johnson City, for burglary and theft of property under $1,000.
Officers were dispatched to 2915 W. Market St. (Walmart) in reference to a shoplifter. Loss prevention employees at Walmart told officers that Cable attempted to switch the price tags from approximately $71 worth of items with tags from lower priced items. It was also determined that Cable had already been banned from all Walmart locations due to an incident that occurred on September 23, 2010.
Cable was taken into custody and transported to the Washington County Detention Center. She is currently being held on a $5,000 bond, and appeared in Washington County Sessions Court on June 9.

On June 13, officers of the Johnson City Police Department arrested Brooke Dunbar, Johnson City, on the charge of burglary.
At approximately 6:10 p.m. on June 13, officers were dispatched to the Walmart Super Center, 2915 W. Market St. An employee of the business contacted emergency dispatch to report a shoplifter. Officers arrived on scene and made contact with both loss prevention employees and the shoplifter, identified as Brooke Dunbar. The loss prevention employees said that Dunbar attempted to exit the store with a buggy full of items that she had taken from the shelves. When confronted, she returned to self-checkout but only paid for some of the items. Again she attempted to exit the store, but was apprehended by loss prevention. During this second encounter, it was discovered that Dunbar had been previously banned from all Walmart properties in March of 2023 for a similar incident.
Dunbar was taken into custody for burglary and transported to the Washington County Detention Center without incident. She was held on a $2,000 bond as she awaited arraignment, which was scheduled for June 14 in Washington County General Sessions Court.

On June 14 at 9:02 p.m., officers of the Johnson City Police Department arrested Kristy Barsz, Johnson City, and charged her with evading arrest, driving on revoked license (first) and light law violation.
The arrest resulted from an attempted traffic stop in the 3400 block of W. Market St. A red Subaru Forrester was observed with an inoperable rear light. A traffic stop was initiated, but Barsz failed to stop and fled eastbound on W. Market St. Officers searched the area for a short time and located the vehicle at 1809 Indian Ridge Road. Barsz stepped out to speak with officers and was taken into custody.
Barsz was arrested and transported to the Washington County Detention Center, where she is currently being held in lieu of a $10,000 bond. An arraignment was on June 15 in Washington County Sessions Court.

On June 14, at 11:07 a.m., officers of the Johnson City Police Department arrested Jessie Doug Pinkston, Johnson City, charging him with theft of property over $2,500.
A victim reported on November 29, 2022, that Jessie Pinkston was paid $2,589 to complete contractor work at a residence in Johnson City. The investigation revealed that no work was ever performed nor money refunded to date. An arrest warrant was later issued for Pinkston.
Pinkston was located on June 14 and transported to Washington County Detention Center where he is being held on a $5,000 bond. An arraignment was on June 15 in Washington County General Sessions Court.
