City residents may qualify for portion of HOME rehabilitation grant

A public meeting was held on Friday inside the City Council Chambers at Elizabethton City Hall for residents who reside in the city limits that need assistance with rehabilitation of their homes through a recently received $500,000 grant which the City had applied for from the Tennessee Housing Development Agency (THDA).
Rene Mann, Housing Programs Manager for First Tennessee Development, was on hand to review the program and answer questions from those that attended.
The goal of the program is to bring sub-standard housing units into compliance with HUD housing quality standards as well as local building codes and health and safety concerns.
According to Mann, some of the work that can be applied for include plumbing, electrical, foundations, sub-flooring replacement or repair, roof truss repair and or roof replacement, handicap accessibility, window and door repair/replacement.
After repairs to the home, the value of the home cannot exceed $208,000. The grant funding contains a five-year forgiven compliance period for rehabilitation and a 15-year forgiven compliance period should a home have to be torn down and rebuilt.
The program does have income limits based on the number of persons living in the household regardless of the relationship which ranges from $37,750 for one person to $66,850 for seven people.
Residents must reside within the city limits of Elizabethton and have all property taxes including city and county paid up to date. The applicant must have been the resident of the property to be rehabilitated for a period of one year and the property must be the principle residency.
For those who were unable to attend the meeting, the application process will remain open until February 23.
