On Aug. 11, officers of the Johnson City Police Department arrested Cody M. Fleenor, Blountville, and charged him with two counts of criminal simulation.
At 11:04 p.m., officers were dispatched to the area of Walgreen’s on N. State of Franklin Road in reference to a subject attempting to pass counterfeit money. Once on scene, officers located the subject later identified as Fleenor still in the store. Officers made contact with a store clerk, who turned over the bills to their custody. Officers could see multiple discrepancies in the $50 notes. The officer observed the print to be blurry, a $5 band running vertically through the bills, and a number “5” watermark.
Fleenor was transported to the Washington County Detention Center where he is being held in lieu of a $5,000 bond. Arraignment was Friday, Aug. 12, in Washington County General Sessions Court.
On Aug. 11, at approximately 11:20 p.m., officers of the Johnson City Police Department responded to a shooting investigation at Monarch Apartments, 1109 University Parkway. One person was shot in the leg during an exchange of gunfire in the hallway on the third floor of the apartment building. The gunshot victim was transported to an area hospital where they were treated for their injury. Several male subjects arrived at Monarch Apartments in a white Chevrolet Malibu and a dark colored sedan. The shooter is described as a black male, approximately 20 years old, wearing a red shirt and green/brown hat.

On Aug. 13, at about 9:09 pm., Officer K. Pellien responded to a crash at SR 400, E. Unaka Ave./Steel St. Upon arrival, officers met with the driver of vehicle 1 who stated she was traveling East down E. Unaka Ave. She stated the pedestrian ran across the roadway and she was unable to brake in time to avoid collision. The juvenile witness stated they were walking towards 1908 E Unaka Ave., Roadrunner, to meet her mother’s boyfriend. When the pedestrian saw her mother’s boyfriend in the Roadrunner parking lot, the juvenile witness stated that the pedestrian ran across the roadway in front of traffic. The adult witness, the mother’s boyfriend, did not observe the crash, but was first on scene and contacted E911. The pedestrian was transported by Medic 1 to the Johnson City Medical Center. Traffic homicide responded to the scene to assume the investigation.
On Aug. 13, officers of the Johnson City Police Department arrested Donna Wilcox, Johnson City, and charged her with aggravated assault and simple possession.
Officers responded to a domestic assault during which the victim was assaulted with a metal rod. The victim sustained minor injuries. Video evidence corroborated the victim’s account of the incident. Wilcox had left the scene prior to officers’ arrival. She was located a short distance away and placed under arrest. Wilcox was transported to the Washington County Detention Center, where she is being held in lieu of a $50,000 bond. Wilcox has a preliminary court appearance on Aug. 18 in Washington County General Sessions Court.
On Aug. 14, at approximately 7:56 p.m., officers of the Johnson City Police Department arrested Joseph Runyon, 28, Johnson City, and Kenneth Ingram, 36, Gray, and charged them with possession of stolen property (over $1,000) and trespassing general.
At approximately 7:41 p.m., officers responded to 2306 Duncans Retreat Drive in reference to two males trespassing in a building under construction. Officers were advised there were two white males, one in a black shirt with a red bandanna and another in a green shirt with a military style haircut. Officers located both suspects and identified them as Runyon and Ingram. In the driveway of the property there was a 2001 Toyota Corolla that was listed as stolen. Officers of the JCPD arrested both suspects for general trespassing and possession of stolen property (over $1,000).
Police arrested Runyon and Ingram and transported them to the Washington County Detention Center where each person is being held in lieu of a $5,000 bond. Arraignment was on Aug. 15 in Washington County General Sessions Court.
