Preview into city council’s agenda Thursday night

The Elizabethton City Council will have a full plate of business to consider when it convenes at 6 p.m. Thursday. The council will be deciding several special event applications, appointments to vacant positions on various city boards and commissions as well as a slew of new high impact resolutions.
The council will review the following special event applications for approval:
An application by a resident to hold the annual “3K Run/Walk Race for Wandell.” The event is held annually to raise funds for Dr. Josh Wandell’s medical expenses and ALS (Lou Gehrig’s disease) awareness.
“Book it to the Bridge” parade, which is being put on by the Elizabethton Carter County Public Library and the Carter County Imagination Library to celebrate National Imagination Library Week.
The city Parks and Recreation department’s and the Douglas Community’s motion to approve the annual Back to School Block party held at Douglas Park and the surrounding area.
Next up for the council will be to consider and take action on vacancies and expiring terms for the Carter County Tomorrow Board, which needs a council representative; Housing Authority Board, regular term; Historic Zoning Commission, which is missing a representative from the Planning Commission; Library Board, three regular terms and one unexpired term; Parks and Recreation Board, one regular term; and the Planning Commission, which needs an urban region representative for one unexpired term. The council will also be appointing members for the newly created Veteran’s Oversight Committee.
The council will also be considering some major new resolutions.
According to agenda documents prepared by City Manager Daniel Estes, who is seeking authority to purchase 819 E. F Street, “the City has been working to alleviate the facility space needs of the Elizabethton Police Department for some time.” The motion, if approved, would authorize Estes to negotiate a contract to purchase the former dentist office subject to final approval by the city council.
In another resolution, the council will also be authorizing the disbursement of $85,950 in allocated funds for non-profit charitable and civic organizations.
The Elizabethton Police Department is seeking approval to enter into an agreement with the ERAD Group, LLC. The agreement, per agenda documents, would assist “the EPD with documenting every confiscated prepaid credit, and prepaid debit card, and instantaneously provide key card issuer information that is critical to our investigations.”
The following other resolutions will be also be reviewed by the council Thursday night:
A resolution to approve an Autocheck service agreement with Experian Information Solutions (for police use).
A resolution to approve a memorandum of understanding for installation of radio equipment for communication purposes on the City of Elizabethton’s Police Department communication site on Holston Mountain.
A resolution to approve the rate change amendment and TVA adjustment to the schedule of rates and charges for the City of Elizabethton, Electric Department effective October 1, 2019.
The Elizabethton City Council will be also be deciding many other important resolutions Thursday night.
