Facebook post leads to animal cruelty charge

A Carter County man faces a criminal charge after police say a video posted to social media showed him abusing an animal.
Deputies of the Carter County Sheriff’s Office issued a criminal summons to Jonathan Nicholas Walley, 19, of 131 Cedar Grove Road, Apt. 4, Johnson City, charging him with one count of cruelty to animals.
According to court documents, on Saturday, CCSO Deputy Roger Brown spoke with a woman who came to the Sheriff’s Office to report an incident of animal cruelty. The woman told the officer she observed a video posted on Facebook displaying a man, who was identified as Walley, grabbing a small dog behind the neck area and pushing the dog’s face into feces while he yelled at the dog.
“Mr. Walley then, while holding the dog by the neck, walks over to a wall and shoves the dog against the wall and continues to scream at the dog,” Brown said. “Mr. Walley starts striking the dog in the back and lower rear, he then walks back to the feces and shoves the dog’s face back in it again, continuing to yell at the dog.”
“Mr. Walley walks back with the dog to a bedroom, striking the dog and then tosses the dog into a cage and continued to yell at the animal,” Brown continued.
According to court documents, two other males were in the video — one recording and one watching.
“I asked the female how she came across the video, she stated it was shared on Facebook by outraged patrons who ‘wanted something done,’” Brown said. “She was contacted by another Facebook user, who wished to remain anonymous, who knew the subjects in the video thus identifying each and giving a location on the subjects and the animal.”
Brown said he consulted with the District Attorney’s Office regarding the matter and they agreed that based on the visual evidence a criminal charge would be filed against Walley.
Brown issued a criminal summons in lieu of arrest charging Walley with one count of animal cruelty. Walley is scheduled to appear in Carter County Criminal Court on March 13.
